About each tool

ElevenLabs

Text-to-speech, voice cloning, dubbing, sound effects and music from one platform. Free plan (no commercial license); Starter is $6 a month. API and Agents are priced separately.

Who it is for

Creators and teams who need voiceovers, narration, dubbing or captions, and developers and businesses who want voice features or voice agents through an API.

Strengths

  • The Free plan lists 10k credits a month and includes Text to Speech, Speech to Text, Sound Effects, Voice Design, Music and 3 Studio projects
  • Paid plans include a commercial license for generated content, except content from Beta Services
  • Studio lists a timeline editor for audio and video, captions, a Voice Isolator, and music and sound effects generation
  • Instant Voice Cloning starts on Starter and Professional Voice Cloning starts on Creator
  • API and Agents are priced on their own pages with per-unit rates, for example speech-to-text at $0.22 an hour

Limitations

  • The Free plan has no commercial license, and content published from it, or made without signing in, must credit ElevenLabs
  • Professional Voice Cloning slots are capped by plan: 1 on Creator and Pro, 3 on Scale and 10 on Business. Free and Starter have none
  • The pricing page lists extra-minute rates of about $0.36 on Free, $0.20 on Starter, $0.18 on Creator and $0.17 on Pro and above
  • Content from Beta Services cannot be used commercially or in production
  • Concurrent request limits depend on the plan: 2 on Free, 3 on Starter, 5 on Creator, 10 on Pro, 15 on Scale and 25 on Business

Fish Audio

Text-to-speech, voice cloning and speech-to-text with a web app and developer API. Has a free plan; Plus is $11 a month billed annually ($15 monthly).

Who it is for

It suits people who generate voiceovers from text or want cloned voices, and developers who want pay-as-you-go API access with no monthly minimum. Larger teams are offered multi-seat plans, and Enterprise adds organization controls and self-hosting options.

Strengths

  • Fish Audio lists a Free plan at $0 with 8,000 credits a month and no credit card needed.
  • The API docs list pay-as-you-go pricing with no subscription fees or monthly minimums: speech generation at $15.00 per million UTF-8 bytes, speech-to-text at $0.36 per audio hour, and Voice Design at $0.01 per successful request.
  • The docs list a free API model (s2.1-pro-free) at $0.00 that uses the same endpoint, described as free under fair-use limits and meant for testing, prototyping and development.
  • The docs say the current speech model covers 83 languages with automatic language detection, and accepts free-form bracket cues such as [whispers sweetly] to direct emotion and style.
  • Paid plans list team seats (3 on Pro, 10 on Max) and professional voice slots (1 on Plus, 5 on Pro, 15 on Max); Plus and above list Voice Design access.
  • The Enterprise page lists zero data retention, role-based access at team and workspace level, a signable BAA for qualifying healthcare workloads, and a self-host tier for VPC, on-prem and air-gapped deployments.

Limitations

  • Free is capped at up to 7 minutes of generation a month and 500 characters per generation; credits reset each month and unused minutes do not roll over.
  • The pricing FAQ says annual billing saves 33%, but the listed prices imply about 27% for Plus and 25% for Pro and Max.
  • The Terms of Use (effective August 18, 2024) say usage data and content may be used to develop, train or enhance AI models, grant Fish Audio a perpetual license to submitted content, and say subscriptions are not eligible for a prorated refund, while the Pro plan lists a 7-day money-back guarantee.
  • API concurrency depends on prepaid amount: 5 concurrent requests under $100, 15 from $100, 50 from $1,000; at the limit the API returns HTTP 429. The Enterprise page says SOC 2 Type II is still being audited, while the pricing page lists SOC2 compliance.
