What is Windsurf?
Windsurf is an AI coding editor from Cognition, a VS Code-compatible IDE that runs local and cloud coding agents from one view. The vendor's announcement says Windsurf is now Devin Desktop, and its FAQ dates the rename to 2 June 2026.
Who it's for
Developers and software teams who want an AI-assisted editor that can run agents inside it. The vendor also sells a Teams plan and an Enterprise plan for organizations.
Pros & cons
Strengths
- The vendor says the editor stays backwards-compatible with Windsurf and VS Code extensions, and installed extensions are copied over when you migrate
- It supports third-party agents through the open Agent Client Protocol; the vendor names Codex, Claude Agent and OpenCode as examples
- An Agent Command Center (a Kanban view) manages local and cloud agents, and Spaces share context between agents
- Per the vendor FAQ, the editor works with local-only agents, so using Devin cloud agents is optional
- The quota docs say free models are not counted against the usage quota
Limitations
- Usage is metered by a daily and a weekly token-based quota, and the docs publish no specific numbers
- Free plan users wait for the next daily or weekly reset when they hit the limit. Paid users can buy extra usage billed at API list prices
- Priority and speed model variants use more of the quota or more extra usage
- SSO is Enterprise only on new Teams plans. On Teams, a Flex seat has no editor access and only Full seats include it
- The Windsurf JetBrains plugin is in maintenance mode, and the vendor recommends switching to Devin over the Agent Client Protocol
Plans and pricing
- Free: $0. Limited usage. The docs and pricing page also list Devin Review and DeepWiki. No quota numbers are published.
- Pro: $20 a month (monthly; no annual price listed). Daily and weekly quota covering Devin sessions, the CLI and the editor. Pay-as-you-go beyond the quota. Up to 10 concurrent sessions.
- Max: $200 a month (monthly). Larger weekly quota with no daily cap, shared across Devin sessions, the CLI and the editor.
- Teams: $80 a month minimum; Full seat $40 a month. Full seats have Pro-equivalent quota and editor access. Flex seats are free but use shared credits and have no editor access. Up to 200 users per the billing docs.
- Enterprise: Custom, contact sales. Adds SSO (SAML and OIDC), central admin controls, a dedicated account team and custom terms.
Prices are from the vendor's pricing page and billing docs. The vendor's pages disagree in places: the pricing page still says Windsurf IDE where the docs say Devin Desktop, and Teams appears as $80 a month on the pricing page and as $40 a seat elsewhere. We could not load windsurf.com/pricing. Grandfathered Pro and Teams prices exist for existing subscribers only. Confirm on the live pricing page.
